• AssignmentTheprimary objective of this assignment is to conduct a study in closecollaboration with the Government of Tonga, centered on a small-scale pilotproject. The goal is to generate insights that will inform policy decisions andsupport the potential scale-up of emergency payment programs. Findings fromthis fieldwork will help the World Bank better understand the operatingenvironment and associated risks as relevant ministries work to strengthenAdaptive Social Protection (ASP), Government-to-Person (G2P) payments, andfinancial inclusion.BackgroundBuildingclimate resilience is especially critical for Tonga, which faces significantthreats from disasters and climate change—including tropical cyclones, storms,tsunamis, volcanic activity, and drought. In a typical disaster year, more than40 percent of Tongans are affected, with economic losses reaching up to 14percent of GDP.Historically,G2P payments for disaster relief in Tonga have been delivered mainly throughphysical cash, cash vouchers, and, for those in remote areas, direct bankdeposits. This heavy reliance on cash and a fragmented, paper-based publicfinancial management system increases the time, administrative burden, andrisks associated with government response.Followinga needs assessment conducted in March 2025, the World Bank has identifiedmobile money as a promising entry point for the next phase of G2Px engagement.While the mobile money sector in Tonga is still emerging—with limited adoption,low financial literacy, and gaps in digital and physical infrastructure—theaffordability and broad potential reach of mobile money make it an attractivesolution for delivering G2P payments quickly, efficiently, and at scale.
